    Early to bed is a punishment?

    This bugs me. Ok, I’m not a Eugene Kane fan. I try to at least keep an open mind. I try to understand where he’s coming from when he defends a Milwaukee alderman who will file his re-election papers from a jail cell and when he laments that 32 security guards (eight with handguns) isn’t enough to defend a northside Club and his seeming never-ending toll of excuses for Milwaukee’s poverty. It’s been 40 years since I left my childhood home – and though I visit often and try to stay informed, I can’t say I know its neighborhoods. So… those mea culpas out of the way, “lights-out rules” are something I thought I knew something about. Ok, as a mom, and not as a warden…..

    You may have read a couple of articles included in FoxPolitics News last week – the first that told of the 3:30 a.m. “lights-out time” at the Milwaukee County House of Correction in Franklin. And then the policy change, apparently as the response to public outrage that resulted. (The late night policy for Fridays and Saturdays was thought to jeopardize officer safety.)

    So now lights-out is 11 p.m., supposedly a change the facility’s superintendent had been contemplating for some time.

    Of course, Mr. Kane has to complain about it in yesterday’s column “Being sent to bed early rings of punishment.”

    Kane found a former corrections official to spout his position. Richard Cox said watching late-night TV on weekends wasn’t much of a perk…”I mean, they don’t even have cable.” (Oh geeez.)

    (Folkbum’s Rambles and Rants suggests Mr. Cox perhaps should be discredited, – who, as he has been out of the system for the better part of a decade – and much has changed.)

    Cox further states “We put people behind bars as a punishment. They’re not supposed to be punished further.”

    What? Not watching TV all night is “punishment”? What am I missing?

    I also mentioned in another post how the current superintendent, Ron Malone, first stated that he didn't know what the policy was regarding lights out, then stated he was thinking about changing it for a while. This is all despite the fact that he refused to hear a grievance on the matter.

    The question is who is running the HOC? And why is Scott Walker allowing it to go like this?
