    AASD Retirement Costs Burdensome

    Taxpayers have forked over more than $4M a year to fund early retirements in the Appleton Area School District (AASD). Any way you look at it, that’s a lot of bucks.

    High “post-retirement” costs are due primarily to the district’s two “Emeritus” programs – one for administrators and one for teachers.

    The Administrator Emeritus Plan (AEP) is one of a package of benefits offered administrators who take voluntary retirement after reaching age 55.

    Here’s the deal: An administrator qualifies for AEP if he or she is at least 55 and has essentially 20 “years of service” – at least seven of which must be with AASD. As in most school situations, a “year of service” includes any 9-month school year as a full year.

    The Emeritus benefit is based on one’s salary and one’s years of experience. So let’s look at just a couple of scenarios.

    Administrator, age 55, current salary, $85,000
    25 years experience total (“in education or in the field for which they are employed by AASD”)
    Emeritus Retirement Payout (on top of Wisconsin Retirement Program Payments): $68,000, paid out over 5 years

    Administrator, age 55, current salary, $98,000
    33 years experience total (“in education or in the field for which they are employed by AASD”)
    Emeritus Retirement Payout (on top of Wisconsin Retirement Program Payments): $103,488, paid out over 5 years

    In exchange for this largess, an administrator voluntarily retiring early in the “Emeritus” program, is obligated to “contribute work to the District” – they must work a grand total of five days a year for five years.

    And here’s a kicker that’s really making this voluntary retirement business expensive. In addition to Emeritus payouts, retiring administrators, age 55 or over are granted a minimum of two years health insurance coverage for themselves and their spouse. The 2-year benefit is scaled up with increasing years of experience, reaching a maximum of 5 years of post-retirement coverage with more than 20 years of AASD administrative experience.

    I don’t know how many companies pay an employee to voluntarily retire (does yours?). And I don’t know how much this Emeritus program is needed to recruit quality personnel. And ok, these are not the multi-gazillion dollar payouts you see in some obscene corporate settlements. But dang it. It’s voluntary retirement, no forced cutbacks, no downsizing. And it’s public money.

    And to their credit, AASD is wisely looking at pulling the plug on it.
