WI "Jobs" bills will cost real money
It’s pretty good advice to never take a politician’s word for it. Instead, look for yourself.
The Assembly will push through two proposals this week when they bring AB1 and AB2 up for votes. Both have pretty-sounding names, but that’s where the prettiness stops.
Here’s the questionable stuff that comes from press releases: (From Tom Nelson, D-Kaukauna and Penny Bernard Schaber, D-Appleton)
1. The American Jobs Act [AB2] would stop state dollars from going to contracts with companies that ship our jobs overseas to other countries.
2. The Wisconsin First [AB1] legislation would require state government to spend at least 5 percent of its annual procurement budget on Wisconsin-based businesses and increase this level each year. This means investing our tax dollars where they should be — clearly supporting Wisconsin businesses and Wisconsin workers.
Democrats are calling these “bipartisan bills.” One Republican, Mary Williams, Medford (Why?) voted for the bills. Doesn’t sound very bipartisan to me. Eight Democrats vote yes, one Republican. You tell me.
You decide if these bills will grow jobs and “[invest] our tax dollars where they should be.” Read them yourself. AB1 AB2
Here’s what you really need to read – the Fiscal Estimates for these costly bills the Democratic Assembly will pass this week. (Emphases are mine.)
AB1, the “Wisconsin First Act:”
… the actual cost to state agencies of expanding the preference to Wisconsin-based businesses is indeterminate.
AB1 provides that state agencies shall attempt to ensure that at least 2 percent of state purchasing is with companies domiciled in Wisconsin; in future years, the percentage must not be lower than the preceding year. [Wow.] The State of Wisconsin does not own or manage a procurement system that tracks purchasing transactions by the state domicile of its vendors. In order to track spending with Wisconsin firms, agencies will be required to implement new procedures or technologies, such as manual review, WISMART system upgrades or implementation of an enterprise resource planning (ERP) system that includes a procurement module that tracks vendor state domicile. The costs of these changes are indeterminate.
What does “indeterminate” mean to you when spoken by a state agency in charge of fiscal analysis?
AB2, the “American Jobs Act:”
The Department of Administration does not track service locations for centrally managed contracts…. Nevertheless, the department estimates that the majority of direct services are provided by US based workers. However, there is a growing national trend for large IT and banking organizations to subcontract for call center, programming, and back-office services. In general the following types of cost increases would occur as the result of this bill:
1.The lowest bidder may not be awarded the contract. 2. Increased time to review all subcontracts to determine if the work is performed in the U.S. at the time of award and throughout the life of the contract. 3.Time and cost of lengthening the administrative procurement process to assess these factors.
In addition to the above, Wisconsin is currently a signatory to the World Trade Organization Government Procurement Agreement (WTOGPA). Under this agreement, preferences in favor of the United States must be eliminated from all contracts over a certain threshold. The provisions of this bill could put the State in violation of this agreement.
These are your tax dollars we’re talking about. State tax dollars and local tax dollars. Arbitrary requirements used to make prognostications that sound good and make somebody feel good. And it’s you that will pay for all of that.
Is it more important that press releases about jobs sound all touchy-feely – or is more important that your tax dollars are spent effectively and wisely?
Talk about saving taxpayer dollars, have the sponsors of these two bills declined or accepted their pay raise? We’ll look at that soon.

MADISON - Wisconsin State Assembly Speaker Mike Sheridan (D-Janesville) released the following statement, regarding the first legislative action under Democratic leadership:
"But these are the just the first steps of our aggressive agenda to create jobs and grow our economy. This Wednesday, the Assembly will fast-track a bill that will benefit Wisconsinites by allowing them to take advantage of federal extended unemployment compensation benefits."
How does extending unemployment benefits create jobs? This is going to be a long 2 years for taxpayers.
