Text available for huge "stimulus" bill?
Per the February edition of Roll Call, the huge “stimulus” bill will be voted on today. Eeek.
House Majority Leader Steny Hoyer (D-Md.) told Democratic Members Thursday morning that a vote on the $789 billion economic stimulus measure will occur Friday, according to Democratic leadership aides. As part of the Motion to Instruct Conferees on the bill, verbiage was included “to require that the final conference report be available for 48 hours in an electronic, searchable and downloadable form to allow for transparency and public review before it is signed by the conferees."
Let it be known that as of 10:58 a.m. yesterday, Thursday, February 12, no bill text was yet available.
Hmmm. Imagine that.
Per the Washington Post, something was available by Thursday evening. I think I found the result of the Conference Committee here at the www.thomas.gov site. Go to Item 7 and click on the "Public Print" version, H.R. 1. PP. Note that the "struck" language is the first half of the document and the replacement language begins, in italics, about half way through.
The Motion to Instruct passed 403 to 0 in the House. The motion was being voted on just as a few of us were talking via phone to Rep. Paul Ryan Tuesday. One of the guys asked about transparency in this huge “stimulus” bill. Rep. Ryan shared the details above, included in the Motion to Instruct. He sounded like he was very politely simmering. “Why should a bill even require a provision like this?” He said the 48-hour requirement was in a form that was considered only advisory, but paraphrasing the remainder of his remarks, they were something like “Shouldn’t this just be the normal way we do business, knowing what’s in a bill before we vote on it? Unbelievable.”
Unbelievable is right. A huge $800 billion spending bill that changed pretty radically in some areas just this week – and no bill text is yet available to our representatives, much less to us peon voters and taxpayers out here. Much less searchable and downloadable. Unbelievable.
(For those looking for more on the February 17th AASD referendum, my conclusion, opposing the referendum, will appear in this space Monday, the 16th.)

According to Ron Paul, there was only 5 copies of the bill available, and the vote was taken less than 24 hrs after it became available to anyone. How can our legislators be taken seriously if they do not take their job seriously enough to read the bills they pass?

"Malfeasance at least, possibly rising to treason." Sorry Ken, but we're the ones who must commit the treason. Those of us who believe the Constitution exists to protect US from the government, and not the other way around, must join together with the other 24 states that have already begun the process of firing-off the "shout heard 'round the world." This is something that I assure you the bloated egos in our out of touch Congress will take the time to read! It won't be viewed any more kindly than was the Declaration of Independence by King George a couple of centuries ago. As a County Supervisor I intend to bring a county resolution urging our State Legislature to pass a similar resolution, and I urge all the Supervisors from every county in Wisconsin who read FoxPolitics to do the same.
We represent the real grass-roots citizens who pay the taxes, and who are mad as hell that the Congress, without so much as taking the time to read something that will cost our children and grand children dearly, passed a bill to unconstitutionally institute socialism in our country, and committed us to a generational public mortgage obligation. They've truly mortgaged away our future! Jo, I suggest the "State's Rights Resolution" as a future issue here.

Duke, what county are you in? I agree with your suggestion, but given WI's socialist tradition, gave it little chance of passing here. But hey, let us float the trial balloon, and if not this yr, perhaps in 2 more years?
You may be interested to know that back in the Reagan era, I ran for office, and one of my main issues was "stealing from our children" by incurring the immoral federal debt. Today we steal from our grandchildren and great grand kids unborn. I was laughed at back then, for making such a suggestion.
I wonder, how many of those who laughed 26 1/2 yrs ago are laughing now?
