    Budget hearing: Continues in Appleton, well over 300 in attendance

    11:20 a.m. Because of the very large turnout (300 to 400), those speaking were limited to 2 minutes, as opposed to the earlier announced 3 minute level. It was confirmed to me that the capacity of the theater is 300; with the buzzing crowd in the hallway, and folks coming and going, attendees are definitely over 300, and approaching 400.

    Several attorneys spoke from a number of D.A.'s offices to the critical need for greater pay progression. Carrie Schneider, Outagamie Co. D.A. shared that the crisis in her office comes from extraordinary understaffing and pay progression problem. Her office is 50% understaffed; talented prosecutors are critical, but the governor's proposal is to cut prosecutors. Schneider encouraged all members of JFC to speak to their county D.A.'s.

    Representative from Howard-Suamico School District made an credible argument against repeal of QEO, primarily centered around increased costs, desire to balance needs for children with the community's ability to pay.

    Group of 20 members of Operating Engineers local 139; Governor Doyle's committment to support prevailing wage proposal. The argument, read very quickly because of the 2-minute limit, centered around the success other states have had, that safety and training in those states was superior.

    Representatives of ESTHER - a Fox Valley "interfaith" group, spoke in support of treatment alternatives to incarceration. Members throughout the audience stood during the testimony, perhaps a total of 25. Success of alternative treatments have come at a cost to counties. Commended Gov. Doyle in his "courageous approach" to incarceration policies. Advocated "earned release programs." Also supported in-state tuition for undocumented immigrants. JOSHUA, a similar group from Brown Co., testified as well, highlighting their successful drug treatment programs for offenders and asking as did ESTHER, for $22M for alternative treatment programs throughout the state. WI has been overspending on prisons, and JOSHUA looks to turn those numbers around. State parent of these groups is WISDOM.
