    Ellis: What hiring freeze? Doyle wants 28 more state lawyers

    At a time when unemployment in Wisconsin is approaching 9 percent with even more job losses on the horizon, Governor Doyle is proposing in his budget to hire 28 more lawyers for the state at a cost of $5 million over the next two years, state Senator Michael Ellis noted today.

    “What happened to the hiring freeze he bragged about earlier this year?” Ellis asked.

    “At a time when people are losing jobs left and right all across our state, Doyle is raising $2.9 billion in new taxes that will certainly stifle new job creation in Wisconsin – and yet we need to hire 28 lawyers for state government?

    “He said he was slashing positions and implementing an immediate hiring freeze in state government. But, once again, Doyle’s actions contradict his rhetoric.”

    Ellis referred to a provision in Doyle’s budget that is detailed on pages 46-48 of the non-partisan Legislative Fiscal Bureau’s analysis. According to that analysis, the governor wants to hire new chief legal counsels for eight state agencies. He also wants to create a new division of legal services in the Department of Administration. In total, according to the Fiscal Bureau analysis, Doyle wants to hire 28 new attorneys for state government at a cost of $5 million over the next two years. That amounts to almost $100,000 per attorney on an annualized basis.

    “Doyle is raising school property taxes $240 million,” Ellis said. “He’s raising nursing home taxes on the elderly $33 million; he’s increasing telephone taxes more than $12 million, but he can find $5 million for 28 more lawyers.

    “In his budget, Doyle is assaulting the elderly with the nursing home tax, the sick with his hospital tax; he’s dramatically increasing the cost of insurance for Wisconsin’s motorists. One has to ask why in the good Lord’s name at a time when we’re losing thousands of jobs in our factories and shops do we need to add 28 more lawyers to the state payroll?

    “Doyle doesn’t seem to care much about the average worker in Wisconsin, but at least he’s opening the state coffers with a $5 million stimulus package to help the beleaguered lawyer population in Wisconsin.”

    Mike Ellis is a Republican and represents the residents of the 19th Senate District.

    I could be wrong - but isn't this just Doyle's biennial attempt to move all the existing state agency lawyers to be under the control of DOA? I know that's what was attempted in the last couple of budget cycles.
