    Wow. Senator Ellis is hopping mad.

    Pulling no punches, Senator Mike Ellis isn’t just mad. He’s hopping mad. “Governor Doyle absolutely lied about the impact his budget will have on school property taxes.” Yesterday, FP News included a WisPolitics report quoting Governor Doyle:
    [Projected property tax increases totaling 7.7% over two years] will come down significantly if school districts take the federal stimulus money they have coming and don't spend it beyond the revenue limits. I couldn't do this by law, I wish I could have to hold it under the revenue limits, but if they take the additional federal money they're getting and hold it under the revenue limits, you're dealing with numbers that are probably half of [7.7%].
    Ellis wasn’t having any of it.
    I don’t like calling Wisconsin’s governor a liar, but there is no other word for this one. Not only does he hide behind a lie, but then he tries to foist the blame onto local school boards all across the state.

    The fact of the matter is that school property taxes could have been reduced by as much as $30 million if Governor Doyle had applied federal stimulus dollars correctly.
    I can just picture Sen. Ellis at his chalk board, trying to explain all these numbers. Here’s the main gist of it.
    In the current budget, Doyle uses $277 million in federal stimulus dollars for general school aids. But, rather than apply that money toward increased school funding, Doyle reduced state funding for general aids by $277 million.

    In other words, Doyle did not contribute a dime toward the allowable increase – and in fact, he cut state spending on general aids, leaving the property taxpayer holding the bag for $240 million [the allowable increase for schools].

    If Doyle had frozen state general aids and used the $277 million in federal funds, schools would have received federal funding for the entire$240 million allowable increase and they would have had $37 million more for property tax relief.

    …. And then to say he couldn’t cut property taxes by law….That is an absolute lie.
