Celebrate slivers of good news out of Joint Finance
Very little good news when it comes to budget deliberations in Wisconsin (The AP headlines it this way… Powerless Republicans vow to fight tax increases), so let’s take the positive stuff where we can find it. From the Daily Cardinal, voting primarily along party lines (12 Dems and 4 Republicans constitute the Joint Finance Committee), yesterday’s actions included (emphasis mine):
Primary seat belt enforcement passed 14-1
Removal of policy items defeated 12-3
Republican committee members motioned to remove several items from the budget, such as the statewide smoking ban and domestic-partner benefits, for being policy items.
Increased financial fee passed 12-3
This item, passed along party lines, will increase the fee to license a financial agent from $30 to $70, estimated to bring in an additional $2,800,000 annually.
Budget repair threshold defeated 15-0
The JFC shot down Doyle’s request to increase the threshold for the introduction of a budget repair bill from a 0.5 percent shortfall to a 2 percent shortfall. That threshold business, by law, triggers the need for a budget repair bill if the current fiscal year deficit exceeds .5%. So Wisconsin – struggling with off-the-books deficits for decades – and the good Governor wants to push off further the time of reckoning. But Joint Finance wasn’t having any part of it. Good news. We’ll take it.
