Winnebago Cty Board - how do you like being threatened?
Did you ever have to finally decide? Say yes to one and let the other one ride…..
Without consulting the Lovin’ Spoonful, Winnebago Cty Exec. Mark Harris told his county board he would be presenting an executive budget that contained a .5% county sales tax – somethin’ brand new to these here parts.
58 of Wisconsin’s 72 counties currently impose a maximum .5% optional county sales tax. A gaggle of counties here in the northeast huddle together without the added sales tax - almost with a pact. He who goes first will bring down the rest. So far residents and businesses have successfully fought the county sales tax in Kewaunee, Manitowoc, Sheboygan, Brown, Outagamie, Calumet, Winnebago and Fond du Lac counties.
There’s so many changes and tears you must hide…Did you ever have to finally decide?
The Winnebago County Board said NO to Mr. Harris’ county sales tax last year and look to be saying no pretty heartily this year as well. Last year the County Exec. prepared and presented two budgets – one including $7M in sales tax revenue – and one without the added revenue.
This year - no such luck. Mr. Harris presented one budget and told the supervisors if they didn’t want to enact a .5% sales tax, they’d have to find the cuts. Whew.
It’s not often easy and not often kind.. Did you ever have to make up your mind?
Check out what one nearby county did in preparation for tough budget talks. No threats. No executive simply handing over his budget responsibility to 38 supervisors.
In Sheboygan, supervisors actually evaluated and prioritized services and programs – 207 of them. (See the report. ) An amazing amount of work. The Sheboygan Program Evaluation and Prioritization Committee (PEPC) rated all programs and services based on…. drumroll please….. a program’s effectiveness!!! Look at PEPC’s well thought-out rating form yourself – it’s the last page of the report, linked above.
And then you know you better make up your mind.
Threats? Or an organized, objective, intentional look at the programs government “does” day in and day out. Programs we all pay for, day in and day out. Six months in the works – and it was ready expressly for use at budget time a year ago. It’s a process Winnebago would do well to emulate for next year – starting as soon as they pass this year’s budget – sans the sales tax.
