    Stop, stop, stop! Give me the budget – fast!!!

    I can’t take it anymore! Governor Doyle is everywhere, leaking a program here, a tax cut there, a new tax everywhere. It’s enough to drive you nuts. The only solution is to give us that budget speech, the whole hook, line and sinker of it.

    I guess it’s kind of idiotic to try to put this stuff together before the budget speech tonight (7:00, Tuesday, February 13). But after the last two weeks of dribbling out and gushing about the governor’s budget priorities, what can there be left to talk about?

    Well, the devil will definitely be in the details. Todd Berry, President of the nonpartisan Wisconsin Taxpayers Alliance, reminds us “that the proposals as leaked to the media lack a lot of the detail needed to evaluate them in terms of mechanics, constitutionality, reliability of revenue, and so on.” He’s goes on to say that after “six biennia where budgets have had structural problems, the ultimate question is: Do the numbers honestly add up? Is the budget transparent, or is there a lot that, as in the past, is hidden from view?” (Mr. Berry will comment on the budget tonight on WI Public Television immediately following the speech.)

    Certainly, those are the questions to keep in mind as you listen to the speech and/or review news accounts days, weeks and months later. For now, here’s a quick list (not authoritative or exhaustive) of the stuff that’s been mentioned so far.

    New Taxes
    • The “Big Oil Tax” or “success tax”
    • Hospital Tax – or the “Sick Tax”
    • Cigarette Tax
    • Increase in drivers license fees
    • Increase in car registration fees
    • Allow increases of 4% in property taxes

    Tax Cuts (What? – something for everyone I guess…)

    • All health insurance premiums tax free
    • Full cost of tuition tax deductible
    • $3,000 per child (max $6,000) tax deduction
    • Eliminate state Social Security taxes
    • A new property tax credit

    Now… a million new programs

    • Increased “flexibility” (1% higher cap) for schools
    • $44M increase in college financial aid
    • Increased county and municipal share revenues
    • Coverage for services to autistic children to be required
    • 100% funding of school choice expansion
    • Expanded 4-year old kindergarten
    • Prenatal visits for poor expectant mothers
    • In-home care for the elderly
    • Caps removed on teachers’ salary/benefit packages
    • New ratings for child-care providers
    • Continued funding of 2/3 of public school costs
    • Bonus payments to municipalities for low levy increases
    • ”The Milwaukee Initiative” – fully 21 separate new or enhanced programs
    • Expanded school breakfast
    • “The Wisconsin Covenant” guaranteeing “B” average 8h grade students a “place in the university system.”
    • Expanded Medicaid
    • Expanded BadgerCare
    • Purchasing pool for small business health coverage
    • $’s for increased use of electronic medical records
    • Expanded SAGE program for elementary classrooms
    • Increased investment in UW campuses
    • Doubled funding for Youth Apprenticeship program
    • The “Wisconsin Venture Center”
    • New “Office on Energy Independence”

    All this for a state in a deep budget hole?
