    Zipperer Introduces Job-Saving Legislation

    Representative Rich Zipperer (R-Pewaukee), the Ranking Republican on the Assembly committee on Jobs, the Economy and Small Business, this week introduced several legislative proposals aimed at rebuilding the Badger State’s economy. Chief among those proposals are efforts to repeal hundreds of millions of job-killing taxes that were enacted as part of the state budget earlier this year. Tax increases that Zipperer hopes to repeal include the anti-business combined reporting tax, a 75-cent per line phone tax that began this month, and the doubling of the capital gains tax. All were enacted as part of the state budget, which was approved over Zipperer's “no” vote.

    “Keeping jobs in Wisconsin and rebuilding our economy for the 21st century remains the number one concern of the people of Wisconsin. Unfortunately the state budget signed this year placed massive tax increases on families and employers, and those taxes have already cost jobs in our state and made it harder for families to make ends meet,” said Zipperer. “We must reverse course immediately.”

    Another bill introduced by Zipperer will stop unelected bureaucrats at the Department of Revenue from unilaterally subjecting citizens and employers to new taxes, without legislative authorization. In elementary school, children are taught that only the legislative branch of government has the power to tax, yet in Wisconsin the Executive Branch has assumed that power as well. The Department has routinely reinterpreted state laws and administrative rules in ways that increase taxes. Examples include taxes on internet access services, internet downloads, business transfers, temporary help agencies, and taxing customized computer software, which resulted in a costly legal battle the state eventually lost.

    Allowing unelected bureaucrats to raise taxes is not just undemocratic, it creates great uncertainty among job creators and those considering investing in our state, forcing them to wonder if their product or businesses will be the next to be blindsided by the whims of the bureaucracy.

    “As our economy works to recover from the current recession, it’s important that employers and families know that the taxation without representation from the Department of Revenue will not continue,” said Zipperer. “Simply put, no tax increase should occur without being debated and approved by the elected representatives of the people of Wisconsin.”

    Zipperer introduced the proposals during a capitol press conference held by the Assembly Republican caucus. Other bills introduced at the press conference, supported by Zipperer, include:
    Jobs Tax Credit: The state budget included tax relief for employers that create new jobs, but it doesn’t begin until 2010. Assembly Republicans believe this valuable tool should be available to job creators immediately.

    Recruit & Retain Jobs: Wisconsin is losing jobs to other states, not just other countries. Assembly Republicans would require Wisconsin’s Department of Commerce to submit a report to the Joint Finance Committee detailing its business retention methods, a plan identifying businesses seeking to expand or relocate, and develop a Rapid Response Team for relocation or expansion prospects. This was approved by the legislature as part of the state budget, but was vetoed by Governor Doyle.

    Small Business Expense Flexibility: Small business owners would be in a better position to hire additional employees if they could claim an immediate deduction on the purchase of equipment needed to run their business. Assembly Republicans would increase the expense deduction limit to $50,000 (up from the current $25,000) to more closely mirror the federal tax code.

    Wisconsin Jobs Investment Act: Today, Wisconsin investors have no incentive to reinvest their assets in Wisconsin. Wisconsin ranks as the 9th worst state in which to do business, and one of the reasons is our poor ranking in access to capital. The Wisconsin Jobs Investment Act would address this problem by giving individual employers and shareholders a financial incentive to reinvest their assets in a Wisconsin business.

    Health Insurance Flexibility: Small business owners are suffering not only through a crippling economy, but skyrocketing health insurance costs, as well. They need more choices so that they can purchase quality health insurance for their employees at an affordable rate. Assembly Republicans would allow Wisconsin’s employers to purchase health insurance plans from insurers around the country, which would facilitate competition among health insurance providers and allow consumers to purchase the health insurance that best fits their needs.
    Zipperer and Assembly Republicans intend to continue introducing new bills designed to help jumpstart the state’s economy in the weeks and months ahead. They are hopeful the Assembly Democrats will join them to pass these much needed bills in a bipartisan and timely fashion.
