Pork personified
Just like clockwork. The huge omnibus "Christmas Tree" bill passed Sunday and Senator Kohl announced his gifts to his constituents. Bragging about earmarks was in my inbox by Sunday afternoon at 2:20; I think the vote was completed in the Senate about 1:30 PM CST.
This isn’t an exhaustive list – just what I picked up in news releases.
- $900,000 for updating Bay Area Medical Center’s information technology system
- $910,000 for upgrading St. Norbert’s science education facilities
- $600,000 for after-school programs at the Green Bay-De Pere YWCA
- $300,000 for renovations at the Brown County Central Library
- $150,000 to create an accelerated 1-year welder training program at Fox Valley Technical College
- $340,900 for the Emergency Shelter of the Fox Valley to construct permanent supportive housing for chronically homeless individuals
- $409,080 for the Appleton Housing Authority to redevelop a senior housing property.
- $1,000,000 to the WI Office of Justice Assistance to “create programs aimed at stopping truancy before it begins at the middle school level.”
- $11,000,000 to fund model programs at colleges and universities to help students with intellectual disabilities transition to college life (national autism education programs).
- $3,850,000 for permanent electrical service to Fort McCoy’s range complex and to replace the current system of petroleum powered generators.
- $5,000,000 to upgrade the hangar used by the 128th Air Refueling Wing. Without the upgrade, the unit’s ability to train and maintain KC-135 aircraft will be compromised.
- $3,409,000 to upgrade Wisconsin’s transit agencies statewide – “Wisconsin has an aging transit vehicle fleet in need of replacement and funding will ensure that citizens of Wisconsin have continued access to safe and efficient public transportation throughout the state.”
- $925,300 to aid in expansion of the Sheboygan County Memorial Airport – “one of the ten busiest airports in the state.” Oh my
- $570,000 for engineering work for an overpass in Village of North Fond du Lac (Petri earmark)
- $400,000 for Fond du Lac County Smile Program (Petri earmark)
- $250,000 for Lakeshore Technical College training program (Petri earmark)
The folks in Racine and the Eau Claire area apparently received separate notices from Senator Kohl’s office – so there’s more.
- $100,000 to fight crime with four license plate recognition cameras to be mounted on police cars.
- $500,000 for Gateway Technical College, to renovate and equip its Health Occupations Laboratory.
- $200,000 for Racine’s EXCEL Program to address student risk factors and student / parent needs. This program includes age-appropriate activities in a variety of curriculum areas that address the physical, intellectual, and emotional needs of the students.
- $750,000 for crime prevention in Milwaukee
- $2,500,000 Milwaukee area post-secondary schools for job training, education and health care initiatives
- $750,000 for IT improvements at the Chippewa Valley Free Clinic and Hospital
- $300,000 for Viterbo University to build an up-to-date nursing facility
And the list goes on. Notably, Senator Feingold took the high road.
According to Taxpayers for Common Sense, the earmarks number more than 5,000 at a cost of $3.9 billion in the spending bill heading to President Barack Obama's desk.
…. U.S. Sen. Russ Feingold, D-Wis., distinguished himself as one of only three Senate Democrats to vote against the bill Sunday. The "massive" bill was unamendable and "chock-full of earmarks," Feingold complained.
…. When the lard-filled bill cleared the House, U.S. Rep. Ron Kind was the only Wisconsin Democrat to break party ranks. He joined GOP House members Paul Ryan, Tom Petri and Jim Sensenbrenner in voting "no."
Wisconsin’s own Brian Riedl, now a fellow at The Heritage Foundation, tells it like it is in a great breakdown of Democratic spending.
It is business as usual in Washington. Despite a recession and record $1.4 trillion budget deficit, Congress continues to accelerate runaway spending and pork. …. [The] mammoth, 1,088-page fiscal year (FY) 2010 omnibus appropriation bill…
- Provides an 8 percent discretionary spending hike for the third consecutive year;
- Provides these spending hikes in addition to $311 billon in earlier stimulus funding for these discretionary programs; and
- Includes approximately 5,224 earmarks, bringing the FY 2010 total [from all legislation] to 8,939, with a pork-laden defense bill expected to push the final total over 10,000.
…. These spending bills represent a complete denial of America's deteriorating fiscal situation.
…. This year's appropriations bills will increase discretionary spending by 8 percent for the third consecutive year since the Democrats took control of Congress in 2007. In those three years, regular discretionary spending has jumped 25 percent, from $873 billion to $1,090 billion. But that is not all. The recent stimulus bill provided an additional $311 billion in "emergency" discretionary spending. Altogether, the last three congressional Democratic budgets have spent $561 billion more in discretionary spending than if they had limited growth to the baseline inflation rate. [Emphases are mine.]
Wow. Read the whole thing. Thanks Senator Kohl. And you too Rep. Kagen. Many thanks to Representatives Obey, Moore and Baldwin as well.

COMMENTS
What I see is jobs, jobs and more jobs. Contractors, material suppliers, laborers, journeymen have a Merry Christmas and a very happy and prosperous New Year. Thank you Senator Kohl and Representative Kagan. Wisconsin deserves its share of opportunity. Every project listed will improve the quality of lives of those who will benefit from the contracts and the general citizenry as well.

Billie-
So those who benefit, benefit.
what about those who pay for these benefits?
And remember that since goverNMEnt help always comes with expensive strings attached, these dollars will not be as effective as private dollars doing the same thing-so long run if not short, jobs are lost, and prosperity squandered.
And what if, in the process, we kill this proverbial golden goose? THEN where will those eggs come from?

Ken Van Doren (Wed Dec 16 10:14:11 2009)
In addition to the sad fact that my house is under water (financially speaking), the loan for the Taurus SHO in the driveway demands a monthly payment that robs the dinner table, and the big-screen TV sales are proving irresistible, I maxed out the credit cards to provide my kids with toys and electronic games galore. And no surprise, all the kids see is toys, toys, and more toys. I see the joy on their faces and the jobs I provided to toy makers and checkout clerks. And to gratify my sense of having done the right thing, my kids will thank me profusely for bringing to our house the prosperity we deserve, "a Merry Christmas and a very happy and prosperous New Year." Every toy will improve the quality of life in our house, and will even benefit the neighborhood kids when they come over to play.
Such is the thinking of children, mine and yours. Shortsighted, me-centered, for the moment, shallow. From adults, Billie, I'd like to see more. When bankruptcy hits the household, as it surely will, where will be the joy, who will be responsible, and who will suffer?
(On second thought, Billie, your response is so severely shortsighted, so lacking in mature judgment, it must have been tongue-in-cheek. If so, my apologies, and I'm with you!)

Ron Zahn (Wed Dec 16 10:15:45 2009)
Good information on the earmarks included in the bill.
I see Petri added some pork and then conveniently voted no assuming it would pass and not wanting the criticism of voting for his own pork. This is pathetic behavior by Petri. At least the Dems are out front with their pork.

Ken (Wed Dec 16 15:53:25 2009)
Yeah, I hear you Ken. My sentiments exactly. I picked up the Petri info just before posting, so didn't take time to comment on it. I agree with your sentiments. Thanks for expressing them.

Jo (Wed Dec 16 16:14:53 2009)
This is not a Democratic or Republican issue. It's a culture of U.S. politics today issue. As long as politicians get rewarded for "bringing home the bacon" they will continue to do so. So the real question is how do we change the culture? (Hint: electing more Republicans...or Democrats won't do it.)
