    Give the Mayor power over MPS - if he can break contracts

    Brad V. over at Letters in Bottles, asks Brett Davis, candidate for Lt. Governor, about several critical issues of the day – including Davis’ opinion of MPS. As a member of the Assembly Education Committee since his first term in 2005, Davis (R-Oregon) knows of what he speaks.
    "More of the same is completely unacceptable." Brett was fired up about the deplorable state of MPS, and he had clearly done his homework on the issue. I asked him point blank whether he supports giving the Mayor the power to run the school system: "I’m open to the idea - if the superintendent has the power to break contracts. In SB-405 on page 18, it seems the superintendent can’t hire anyone in the district unless part of a union, and this appears to mean principals, too. At the moment, the superintendent has no tools." He stressed his preference to keep things as locally accountable as possible.

    Brett expressed frustration with the teachers unions that blocked the firing of bad teachers. "I would push for classroom reforms - if you’ve been failing for five years, you should be able to break contracts - give a year transition, but make that threat real." [Emphases are mine.]
    If the superintendent has the power to break contracts. If the superintendent has the power to work outside the union.

    Fat chance.

    Here’s Section 35 on page 18 of SB 405, Governor Doyle’s pet bill.
    SECTION 35. 119.16 (11) of the statutes is created to read:
    119.16 (11) COLLECTIVE BARGAINING AGREEMENTS. (a) Within 5 days of signing a collective bargaining agreement, the superintendent of schools shall submit a copy of the agreement to the board for its review. The superintendent of schools shall meet with the board to discuss the agreement if the board requests such a meeting within 30 days of receiving a copy of the agreement.
    (b) The superintendent of schools may not enter into a contract specifying wages, hours, or conditions of employment with any organization that is not a labor organization, as defined in s. 111.70 (1) (h).
    It seems clear Davis cares about MPS – and knows how important – and costly – MPS is to the state of Wisconsin.

    And… Davis gets it.

    Note: Rep. Gordon Hintz (D-Oshkosh)was an original cosponsor of SB 405 and withdrew his cosponsorship December 16.
