Resistance from bureaucrats in Milwaukee Public Schools appears to be thwarting the state's efforts to improve services for students in the district, an independent expert says in a four-month progress report on an educational improvement plan.

… The state Department of Public Instruction "has reported that the . have been labor . efforts to engage MPS on the Compliance Plan . intensive and fraught with challenges and resistance," Coulter writes.

Coulter doesn't let the state off the hook. He says the DPI must put forth "a much higher level of effort" in the next six months to achieve the expected amount of first-year progress on the compliance plan. But he also points to a lack of substantive documentation on efforts by MPS to engage in the activities required by the state.
