    What in heck is the Public Records Board?

    Doyle administration warned not to destroy records – by the Wisconsin Public Records Board. The piece from MacIver News Service was included in yesterday’s FoxPolitics News – 
    “The Public Records Board would like to take this opportunity to remind state officials about the importance of proper record keeping, ensuring a smooth transition and adequate maintenance of the public records within your offices.”

    “Records created, maintained or received in the course of conducting public business belong to the office and not the individual. Wis. Stat.19.21 (2) requires public officials to make the records of their offices available to their successors. Generally, any records created or received in an official capacity are public records and not the private property of the office holder or appointee,” the memo stated. “The statutory definition of record is quite broad and the exclusion for personal property is narrowly defined as “materials which are purely the personal property of the custodian and have no relation to his or her office.”
    What in heck is the Public Records Board?

    Sandwiched in among a long list of Department of Administration agencies, the Board was originally created in 1947 as an arm of the State Historical Society. It was moved to the governor’s office in 1957 and attached to the DOA in 1967. From 1981 to 1995, the Board was the “Public Records and Forms Board,” with forms being removed from its management duties in 1995.

    Whew. Who knew?

    A tour of Wisconsin’s Blue Book will tell you all about the appointees and duties of, among many others, the State Capitol and Executive Residence Board (created in 1967), the National and Community Service Board (1993), the Board for People with Developmental Disabilities (1971), the Electronic Recording Council (2005), the Depository Selection Board (1977), the Incorporation Review Board (2003), the Board on Aging and Long-Term Care (1981) the Council on Small Business, Veteran-Owned Business and Minority Business Opportunities (1977) and the Interoperability Council (2007).

    I actually found a Council that was labeled “Inactive.”
    The 7-member Acid Deposition Research Council makes recommendations on types and levels of funding for acid deposition research and reviews “acid rain” research. The council was created by 1985 Wisconsin Act 296, and its composition and duties are prescribed in Sections 15.107 (5) and 16.02 of the statutes.
    Conjures up images of polyester leisure suits.

    Back in the olden days -- when I worked in industry -- we had what we called a "time study engineer" that looked objectively at every manufacturing operation.

    Wisconsin needs such a commission to evaluate whether these departments are doing any good or should be refined or shut down.

    This public service announcement by a hitherto unknown state board must be in response to Sen. Jim Holperin’s novel interpretation of public records law regarding official email, brought to light by that beacon of libertarianism, The Lakeland Times. Let’s see if anyone heeds the admonition.
