    Isn’t video gambling illegal in Wisconsin?

    Ok, it’s yesterday’s news. But it’s tonight that the Oshkosh Common Council meets to take up Mayor Paul Esslinger’s proposal to install video gambling machines in the publicly-owned Lakeshore Golf Course clubhouse.
    The machines are illegal under state law, but local police and sheriff's departments do not have jurisdiction to enforce gambling laws with regard to them. As a result, it's difficult to find a tavern or bar in the region without them. [Great. Violate the law blatantly. Stupid law or stupid people or both?]

    "We're desperately looking for new sources of revenue and I think this would be a great source of revenue," Esslinger said. "I don't have any concerns (that they're illegal). The fact the state of Wisconsin takes their 5 percent cut of revenue from the machines (for state taxes) tells me they don't have a problem it, though that's not a formal, legal opinion."
    Thank you City manager Mark Rohloff, for a voice of reason.
    "Just because we cannot enforce the laws regarding video gambling machines doesn't mean they're legal," Rohloff said. "It could generate revenue, but we have to balance that potential with concerns over the appropriateness of it. I think we need to lead by example."
    Esslinger has a good point. The state can tax the revenue – even though it’s illegal revenue. Regardless, I wouldn’t want my community encouraging gambling, extra revenue or not. I surely hope the rest of the Common Council uses its head and nixes the idea before it has a chance to surface any further.

    Tons of info today on tonight’s State of the Union. I’d like to put a few more links together as a preparatory primer on what to watch for tonight. Will try to get that done soon. I’m very anxious to see Rep. Ryan tonight; it’s an easy bet - he will be great. What will you be watching for?
