Yippee! Something's moving in conference
Wow. Speaker Huebsch and his caucus is accepting the K-12 and shared revenue funding numbers proposed by the Senate and governor – numbers higher than those passed by the Assembly. Reported by the Superior Daily Telegram - and the AP - that's big, big news. And oh, by the way, the Speaker wants to do a bit of his own thing – passing school and municipal aids without the rest of the budget attached.
Good news? Not on your life. The governor is globe-trotting thousands of miles away, so Secretary of Administration Michael Morgan is left to fill in – which he does quite nicely in the derision department. What does he say? “Let’s dispense with the theatrics and settle in and get a budget done.” And Senate Majority Leader Judy Robson is quick to add, “What you’re doing is a stunt and a sideshow” (from the AP account).
You just can’t please ‘em.
First it’s dereliction of duty. The Assembly Republicans are dastardly lazy bums neglecting their responsibility to the great people of Wisconsin. Now, these self-same derided lawmakers make a concessionary offer to the Dems – and it’s deemed theatrics. Give me a break.
The Daily Telegram article says Huebsch is running up against a September 28 deadline, as property taxes will increase unless both school (“K-12”) and municipal (“shared revenues”) dollars are approved.
Rep. Kitty Rhoades, a Joint Finance co-chair, is quoted saying“I’m not going to go home and tell my property tax payers that your tax bill went up because we couldn’t agree to the $18 billion in new taxes you guys [Dems] want.”
Will Doyle veto a schools and municipal revenue package that if passed, would keep property taxes in check? Just because he doesn’t want to move forward, a step at a time?
I love it. If it’s theatrics, it’s brilliant theatrics. Getting done what needs to get done. And good politics besides.
COMMENTS
How is this "getting done what needs to be done"? the entire budget needs to be passed and should have been passed months ago.
The Democrats have to let Healthy Wisconsin go (and bring it up as a separate bill) and Republicans have to be a little more flexible with spending (but not too much). If this group of people on Joint Finance can't do it, lets replace them with another group of people that can.
Putting out a separate bill for Schools and Local Government is the cowardly Political Theater that we have all grown to despise.

Don, we have a budget. School funding needs a more current budget, but government is fully funded and offices were open last time I checked. A reality check is in order
Why should we be held hostage to the misnomer that we don't have a budget as an excuse to increase taxes beyond the citizens ability to pay?
The voter will confirm this next election; "do we want higher taxes and more services or should we maintain or decrease some services and maintain some solvency in our home budgets?"
Forget the state budget, it is a very long way from solvency or the idea of a legitimate rainy day fund. Thanks Richard. I couldn't have responded better. JE

Why are we defending politicians who aren't doing their job? Their job is to pass a budget, so get your act together and pass a budget.
We may disagree on exactly what to spend the money on but I think that we can agree that both the Democrats and the Republicans are playing games that could result in huge property tax increases.
Pass a complete budget NOW! no more games. Don, Don. The job of the legislature AND the governor is to pass a responsible budget. And the parties involved disagree on what responsible means. Let them get through the process. Can we agree that Wisconsin needs to find a way to get out of its $2B debt? JE

Why do we need a budget that contains 3.1 billion new taxes and fees, which is what the Democrats want to include in the new one?
As for me, no thanks. I just sent an e-mail to all the local representatives and told them to hold the line until we can get a reasonable budget.
Those of you who want to pay more taxes, go right ahead. There's no law stopping you.
