    Welfare as we knew it

    It’s baaack…. Just one big change those yelling “compromise” and “I’m embarrassed!” will end up with. Welfare as we used to know it?

    The Senate/Governor’s/JFC budget eliminates the requirement that Able Bodied Adults Without Dependents (ABAWDs) work for food stamps. Yes, you read that right. The Senate budget – with which Assembly Republicans are supposed to find some way to compromise – says able bodied adults no longer need work for food stamps.

    Currently, most ABAWDs applying for food stamps (but not all, by any means) are required to work or participate in a training program (FoodShare employment and training - FSET). Here are the gritty details if you can stomach them.

    The Governor claims this change will save money because compliance costs will no longer be necessary – now that’s a good reason to eliminate a work requirement, don’t you think? And of course, ABAWDs will then not use the training program, so that should be another big cost savings (well, kind of – see below).

    But here’s the primary argument for making work-for-food stamps voluntary: More people will seek/get/use food stamps, so Wisconsin can get more federal money for said food stamps. $5.5 million worth. Money over morality is what I always say.

    And how about this. The Legislative Fiscal Bureau suggests FSET participation may decrease by 90% - or about $7,000,000 in state and federal funds over the biennium. (That makes sense – make employment and/or training voluntary – how many food stamp participants will go?) The Senate/JFC bill reduces the FSET budget by a mere $1,000,000 over the same time period. So what’s with all the extra spending left in the budget?

    But here’s the important question. Should ABAWDs be required to work, seek work, or get training in order to get food stamps? Your governor and your Senate say no work needed to qualify for food stamps. Your Assembly said no work, no food stamps. How do we compromise that?

    And these are the kinds of things the Governor is calling “draconian cuts?” Give me a break.
